    DECISIONS TAKEN BY THE CABINET OF MINISTERS AT ITS MEETING HELD ON 09-05-2017 Featured

    01.    MOU between Sri Lanka and Netherland on providing security for commercial ships with Netherland flag (Document No – 06)

     

    Government of Netherland has requested Sri Lanka to provide services of Sri Lankan Navy for the Netherland Navy brigade serving in Indian Ocean off Somali coast on payment basis. Accordingly, the proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to sign the above MoU on providing these services between Ministries of Defence in two countries, was approved by the Cabinet of Ministers.

     

    02.    Cooperation Agreement between National Science Foundation in Sri Lanka and Japan Science and Technology agency (Document No – 14)

     

    The proposal made by Hon. Susil Premajayantha, Minister of Science, Technology and Research, to sign the above agreement on cooperation in science and technology fields, was approved by the Cabinet of Ministers.

     

    03.    Providing a land at Imaduwa city to the Police department (Document No – 21)

     

    The proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to provide a land of 01 rood and 04.10 perches to the Police Department for constructing the Imaduwa Police Station subject to the payment of its assessed value, was approved by the Cabinet of Ministers.

     

    04.    Implementation of floods mitigating projects - 2017 (Document No – 22)

     

    Many projects have been implemented by the Sri Lanka Land Reclamation and Development Corporation (SLLRDC) to mitigate floods after the flood occurred in Colombo in 2010. Accordingly, Rs. 3500 million has been allocated in 2016 and projects are being implemented at an estimated cost of Rs. 3700 million in 2017. Accordingly, the proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to proceed with these projects, was approved by the Cabinet of Ministers.

     

    05.    Providing a land at Imaduwa city to the CEB (Document No – 23)

     

        The proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to provide a land of 01 rood and 03.20 perches to the Ceylon Electricity Board for constructing the proposed power substation subject to the payment of its assessed value, was approved by the Cabinet of Ministers.

     

    06.    Providing a land at Ratnapura New town to the Sabaragamuwa Provincial Council (Document No – 24)

     

        The proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to provide a land of 60 perches to the Sabaragamuwa Provincial Council for constructing the Office of Medical Officer of Health subject to the payment of its assessed value, was approved by the Cabinet of Ministers.

     

    07.    Accelerating works of several irrigation projects (Document No – 26)

     

    Budget 2017 has allocated Rs. 600 million for several irrigation projects and Rs. 300 million thereof has already been released. As some of these projects do not need these funds due to various reasons, the proposal made by Hon. Wijith Wijayamuni Zoysa, Minister of Irrigation and Water Resources Management, to use the said Rs. 300 million on Gonagala Thenna tank project, Gurugal Oya tank project, pilot project for establishing ground water supervision system, and infrastructure development projects in Monaragala District under Wellassa Navodaya Project, was approved by the Cabinet of Ministers.

     

    08.    Amending the judicature act no 2 of 1978 (appointment of justices of peace) (Document No – 27)

     

    Under the above act some JPs are appointed to serve certain jurisdictions but due to changes in jurisdictions made time to time they have informed the Ministry of Justice that identifying boundaries of their jurisdiction has practically become difficult.

     

    Considering this fact, it has been identified that appointing JPs to an Administrative District is more practical. Accordingly, the proposal made by Hon. Wijayadasa Rajapaksa, Minister of Justice, to instruct Legal Draftsman to amend the article 45 of the above act, was approved by the Cabinet of Ministers.

     

    09.    Amending the judicature act (Increasing number of High Court judges to 85) (Document No – 28)

     

    It has been observed that at March 2017 there were 5749 cases in Civil Appellate Courts, 5580 cases in Commercial High Courts, and 16574 cases in other High Courts and only 75 judges are serving in these courts. Considering this fact, the proposal made by Hon. Wijayadasa Rajapaksa, Minister of Justice, to instruct Legal Draftsman to amend the above act to increase the number of judges from 75 to 85 accelerating the procedure, was approved by the Cabinet of Ministers.

     

    10.    Regulations made under Licensing of Shipping Agents Act No 10 of 1972 (Document No – 31)

     

    Above regulations have been published on gazette no 1842/16 and dated 27-12-2013 and considering proposals regarding issues in implementing these regulations Cabinet has approved to amend them. Accordingly, the proposal made by Hon. Arjuna Ranatunga, Minister of Ports and Shipping, to publish amended regulations in the gazette and present in parliament for approval, was approved by the Cabinet of Ministers.

     

    11.    Purchase of 5000 vials of Trastuzumab injection 440 mg with solvent in 20 ml vial (Document No – 41)

     

    The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to award the above tender as recommended by the Cabinet Appointed Procurement Committee to the lowest responsible bidder M/s Pharmace (PVT) Ltd, was approved by the Cabinet of Ministers.

     

    12.    Construction of phase 2 of Accident and Incentive care Unit of Kalutara General Hospital (Document No – 42)

     

    Above project was commenced in 2015 and its second phase is to be implemented. Accordingly, the proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to award the above construction to Central Engineering Consultancy Bureau (CECB) / Engineering Services PVT Ltd on design, build and transfer basis, was approved by the Cabinet of Ministers.

     

    13.    Allocation of houses from Nila Sewana housing scheme for Teaching Hospital, Karapitiya (Document No – 45)

     

    About 120 Specialists and 570 Medical Officers serve in above hospital and existing quarters are not adequate for them. Accordingly, the proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to purchase 10 houses from Nila Sewana Housing Scheme at Wekunagoda, Galle at a cost of Rs. 38.7 million to the Teaching Hospital, Karapitiya, was approved by the Cabinet of Ministers.

     

    14.    Construction of pre-fabricated houses in North and East (Document No – 49)

     

    The Cabinet Committee on Economic Management has recommended to build 6000 pre-fabricated houses at a cost of Rs. 1.5 million each and the proposal made by Hon. D.M. Swaminathan, Minister of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs, to build these 6000 houses and provide them to displace families on their request and agreement, was approved by the Cabinet of Ministers.

     

    It has also been decided to appoint a committee of high rank officials to recommend on implementing the project for building 59000 houses in Northern and Eastern Provinces.

     

    15.    Establishment of a doppler radar network in Sri Lanka (Document No – 52)

     

    JICA has agreed to grant 2503 Japanese Yen (approximately Rs. 3422 million) to establish the above network in the Department of Meteorology. Accordingly, the proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, to sign exchange notes in this regard and to sign an agreement, was approved by the Cabinet of Ministers.

     

    16.    Kandy north- Patha Dumbara integrated Water supply project (Document No – 53)

     

    Above project expects to provide safe drinking water to 6 D Divisional Secretary's Divisions. The EXIM Bank of China has agreed to grant a concessionary loan to cover its total cost and accordingly, the proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, to enter into a loan agreement in this regard, was approved by the Cabinet of Ministers.

     

    17.    Obtaining the membership of South Asia Regional Training and Technical Assistance Centre of IMF (Document No – 54)

     

    Above centre was established in 2016 and it provides technical assistance to policy makers and public institutions of 6 neighbouring countries in various fields. The proposal made by Hon. Ravi Karunanayake, Minister of Finance, to enter into relevant agreements to obtain training facilities to Sri Lankan officials from that centre, was approved by the Cabinet of Ministers.

     

    18.    Agreement between Sri Lanka and China on investment promotion and economic and technical cooperation (Document No – 57)

     

    A MoU was signed between the two countries on 07-04-2016. The proposal made by Hon. Malik Samarawickrama, Minister of Development Strategies and International Trade, to sign a framework agreement and mid and long term development plan outline prepared under above MoU, was approved by the Cabinet of Ministers.

     

    19.    Implementation of HEda Oya Water Supply Project (Document No – 59)

     

    Cabinet has already approved the construction of a reservoir at Heda Oya and the proposal made by Hon. Rauff Hakeem, Minister of City Planning and Water Supply, to select a suitable contractor through Swiss Challenge Procurement Scheme to implement the Heda Oya Water Supply Project in line with the above project, was approved by the Cabinet of Ministers.
