    DECISIONS TAKEN BY THE CABINET OF MINISTERS AT ITS MEETING HELD ON 14.02.2018 Featured

    01. Amendment of National Defence Fund Act no. 09. of 1985 (Document No.07)


    Proponent – H.E. the President Maithripala Sirisena as the Minister of Defence
    Description – It was decided to publish the draft bill prepared on the above purpose in the gazette and present it in parliament for approval. The fund was established for the welfare of families of dead and disabled war heroes.


    02. Providing funds for implementing Hasalaka water Supply Project (Document 11)


    Proponent – Hon. Prime Minister as the Minister of National Policies & Economic Affairs
    Description –People’s Bank has agreed to grant a loan of LKR 6,235 million and it was decided to authorize the National Water Supply & Drainage Board to enter in to relevant agreements with the People’s Bank on the above Purpose.


    03. Providing funds for implementing Visal Ratnapura Water Supply Project (Document -12)


    Proponent – Hon. Prime Minister as the Minister of National Policies & Economic Affairs
    Description – Bank of Ceylon has agreed to grant a loan of LKR 1528.9 million on the above purpose and it was decided to authorize the National Water Supply & Drainage Board to enter into relevant agreements with BOC in this regard.


    04. Signing of MOU between Sri Lanka & Estonia on Cooperation in the field of tourism (Document -13)


    Proponent – Tourism Development & Christian Religious Affairs Minister John Amaratunge


    05. Long term plan for development of Ratmalana Air Port (Document -14)


    Proponent – Transport & Civil Aviation Minister Nimal Siripala de Silva
    Description – It was decided to implement above plan which was planned to be implemented during 2018 - 2030


    06. Establishment of a Regional Consulate in Polonnaruwa (Document - 15)


    Proponent – Foreign Affairs Minister Thilak Marapana
    Description – It was decided to establish above consulate in Polonnaruwa area to cater the needs of people in Anuradhapura, Polonnaruwa, Trincomalee, Batticaloa, Kurunegala, Ampara & Matale Districts.


    07. Establishment of a German Industry & Commerce, delegate office in Sri Lanka (Document No - 16)


    Proponent – Foreign Affairs Minister Thilak Marapana
    Development Strategies & International Trade Minister Malik Samarawickrama
    Description – It was decided to establish above office in Sri Lanka for promoting economic activities in two countries


    08. Amendment of Criminal Procedure Code Act No – 15 of 1979 for increasing the age of a child who is considered as responsible for a crime up to 12 years (Document No - 19)


    Proponent – Justice Minister Thalatha Athukorala
    Description – It was decided to publish prepared bill in gazette and present in parliament for approval.


    09. Enter in to a Resource Cooperation Agreement with Institute for International Research for Cancer (Document No - 23)


    Proponent – Health, Nutrition & Indigenous Medicine Minister Rajitha Senarathne
    Description – It was decided to enter into above agreement for maintaining register of cancer patients based on population.


    10. Introduction of a new Indigenous Medicine Council act for regularizing activities of Ayurveda Medical Council (Document No - 16)


    Proponent – Health, Nutrition & Indigenous Medicine Minister Rajitha Senarathne
    Description – It was decided to prepare a separate bill for detaching above council from above act and prepare a fresh act.

     

    11. Implementation of Concessionary loans Under Enterprise Sri Lanka as per a budget proposal 2018 - (Document No - 19)


    Proponent – Finance & Mass Media Minister Mangala Samaraweera

    Description – It was decided to implement these loan schemes through public and private banks for youths, small and medium scale entrepreneurs, self-employed and women entrepreneurs.

     

    12. Providing an alternative land for CEB for the land acquired for expanding Panadura Divisional Secretariat - (Document No - 31)


    Proponent – Megapolis & Western Development Minister Patali Champika Rnawaka
    Description – It was decided to provide a land of 120 perches owned by UDA in this regard.


    13. Implementing a pilot project for issuing of e – phytosanitary certificates - (Document No - 38)


    Proponent – Agriculture Minister Duminda Dissanayake
    Description – Sri Lanka has been selected for the above programme and it was decided to sign a Mou with Agriculture Department of Australia on the above purpose.


    14. Increase the pension allowance given by film Corporation Trust for film artistes and technicians - (Document No - 41)


    Proponent – Public Administration & Management Minster Ranjith Maddumabandara
    Description – It was decided to increase the current allowance of LKR 2000/- to LKR 5000/- and to provide a treasury grant of LKR 10 million to film corporation Trust to provide the allowance to 163 more artistes.

     

    15. Implementation of development Programmes in Monaragala District in line with 200th University of Wellassa Riot (Document -42)


    Proponent - Public Administration & Management Minister Ranjith Maddumabandara.
    Description - It was decided to implement development Programmes in the area and to use funds already allocated to relevant line ministries.

     

    16 .Amendment of legislation regarding Local Government Elections (Documents 49)


    Proponent -Provincial Councils &Local government Minister Faizer Mustapha
    Description –it was decided to amended municipal council ordinance, Urban Council ordinance, and pradesheyasbaha act to suit present day needs. It was decided to instruct Legal Draftsman to draft legislations to establish to democracy.


    17. Award of contract for procurement of 12 locomotives for upcountry railway line (Document No – 60)


    Proponent – Transport and Civil Aviation Minister Nimal Siripala de Silva
    Awarded to – M/s. General Electric Company
    Cost – USD 4.056 million per an engine

     

    18. Development of infrastructure in universities (Document No – 61)


    Proponent – Higher Education and Highways Minister Lakshman Kiriella
    Description – It was decided to implement following projects.
    • Construction of 02 three storied buildings for University of Jaffna
    • Construction of a three storied lecture hall building for faculty of technology in University of Ruhuna
    • Construction of staff quarters in Sri Lanka Bhiksu University, Anuradhapura
    • Construction of a four storied building for Postgraduate Institute of Pali and Buddhist Studies, University of Kelaniya


    19. Award of Contract for construction of a Stroke Unit in Ampara District General Hospital (Document No – 64)


    Proponent – Health Nutrition and Indigenous Medicine Minister (Dr.) Rajitha Senarathne
    Awarded to – M/s Link Engineering (Pvt) Ltd.
    Cost - LKR 213.9 million


    20. Award of contract for purchase of 75000 pairs of boot high leg for Sri Lanka Army (Document No – 71)


    Proponent – H.E. the President Maithripala Sirisena, as the Minister of Defence
    Awarded to – M/s Irosha International (Pvt) Ltd.
    Cost – LKR 232 million

     

    21. Development of railway line from Maho to Omanthai (Document No – 72)


    Proponent – Transport and Civil Aviation Minister Nimal Siripala de Silva
    Description – Approval has already been granted for the above project and Transport Minister said that the project is planned to be implement implemented in two phases as Maho to Anuradhapura and Anuradhapura to Vavuniya.


    22. Providing funds for implementing Sri Lanka Accelerated Solid Waste Management Project (Document No – 77)


    Proponent – Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs
    Description – The project is implemenyed by Ministry of Megapolis and Western Development and Ministry of Provincial Councils and Local Government. Estimated cost in USD 274 million. It was decided to hold negotiations with International Bank for Reconstruction and Development of the World Bank to obtain funds of USD 115 million.


    23. Obtaining cooperation of US Peace Corps programme to improve English language education in Sri Lanka (Document No – 78)


    Proponent – Foreign Affairs Minister Thilak Marapana
    Description – The programme was implemented is Sri Lanka time to time but it was not implemented after 2006, and according to a request made by Sri Lanka they have decided to re-implement their programme on the above matter. Accordingly, it was decided to sign an agreement with US government for implementing this programme.


    24. Prevent the present misuse of kerosene (Document No – 79)


    Proponent – H.E. the President Maithripala Sirisena
    Petroleum Resources Development Minister Arjuna Ranatunga
    Description – The government gives a large concession to kerosene as they were used in rural areas which electricity has not yet been provided. Consumption of kerosene has increased rapidly in recent times and it was revealed that they were misused in ways such as using in long distance buses and trucks and mixing illegally with petrol during transportation by rented bowsers. Hence, it was decided to take necessary steps to cancel the dealership of such dealers who found guilty in such kerosene misuses.
