    1. Declaration of Ma Oya Environmental Sensitive Reservation to resolve Environmental issues in Dankotuwa Area. (Doc 12)

     

    It has been proposed to name an adequate Environmental Sensitive Reservation in both sides in Ma Oya Catchment Area. Accordingly the Cabinet of Ministers approved the proposal presented by H.E. the President Maithreepala Sirisena in his capacity as the Minister of Mahaweli Development and Environment to declare the proposed Ma Oya catchment area under Environmental Ordinance NO 12 of 1990 and National Environmental Act No.12 of 1990.

    1. Implementation of the phase 1 of  multi-phase program, Mitigation of Climate Disadvantages  (Doc No. 19)

    The Cabinet of Ministers approved the proposal presented by Hon.Mangala Samaraweera, Minister of Finance to hold loan negotiation discussions and enter into Financial Agreement with International Bank for Development and Reconstruction under to implement climate and weather predicting and Flood Mitigation and project under USD 310 million Investments.

    1. Improvement of Analog X-ray Systems into Digital X-ray Systems  (Doc No 26)

    The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne Minister of Health, Nutrition and Indigenous Medicine to obtain a detailed Project Proposal from  M/s Agfa NV in Belgium and assess the proposal  and  to provide Financial  Subsidy  Proposal

    1. Allocation of a land for HIV care center.   (Document No.27)

    The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathna, Minister of Health, Nutrition and Indigenous Medicine to provide 10 Perch land to Non-government Organization, Positive Women’s Network to convey AIDS investigation servuce.

    1. Revision of Medical Ordinance No. 26 of 1927  ( Doc No.28)

    A committee of experts has submitted a paper of concepts to revise Medical Ordinance No. 26 of 1957. The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathna, Minister of Health, Nutrition and Indigenous Medicine to establish a task force and to present recommendations and to revise the Medical Ordinance through Legal Draftsman accordingly.

    1. Insertion of an Implementation Partner for Dengue Prevention Program (Doc No 20)

    Monash University in Australia has agreed to provide AUD 1.2 million to the National Health Development Fund under the World Mosquito Program and already provided AUD 120000. The cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathna, Minister of Health, Nutrition and Indigenous Medicine to get partnership of Colombo University College Lanka as an implementation partner of the National Dengue Prevention Program.

    1. Upgrading the Life condition of Estate Workers   (Doc 43)

    The Cabinet of Ministers approved the proposal presented by Hon. Naween Dissanayake, Minister of Plantation Industries to implement an awareness program with combination of the ministry of Upcountry new villages, Infrastructure and Community Development to upgrade life condition of estate workers.

    1. Enhancing the Infrastructure Facilities of Estate Schools  Doc 47

    The Cabinet of Ministers approved the proposal presented by Hon. Akila Wiraj Kariyawasam, Minister of Education to enter into a Memorandum of Understanding with Government of India to develop estate schools under a Rs.300 million donation of Indian Government.

    1. Construction of Lakgala Ilukkumbura Road Doc 49

    The Cabinet of Ministers approved the proposal presented by HE the President Maithreepala Sirisena, in his capacity of Minister of Mahaweli Development and Environment to award the contract to construct 5.48km of Lakgala Ilukkumbura road to Sri Ram Constructions for Rs 457 million.

    1. Procurement of a Computer System for the Central Ban of Sri Lanka for Foreign Reserves Management.  Doc  51

     

    The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance to commence a procurement to purchase new foreign reserves Management System instead of the present system which expires in 2021.

    1. Purchase of Full Cream Milk Powder for the production of “Threeposha” Doc -  52

    The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne, Minister of Health, Nutrition and Indigenous Medicine to purchase 600 million tons of full cream milk powder from Milko Pvt Ltd upon the recommendation of cabinet appointed procurement Committee.

    1. Construction of additional entrance and exit lanes  for the vehicles running right side in Colombo- Katunayake Highway’s   Ja-Ela  Interchange (Doc  56)

    The Cabinet of Ministers approved the proposal presented by Minister of Highways, Road Development and Petroleum resources Development to award this contract to R.R. Constructions Pvt. Ltd for Rs. 285.4 million.

    1. Purchase of Railway Cross Road Security Systems  (Doc 62)

     

    The Cabinet of Ministers approved the proposal presented by Hon. Arjuna Ranatunga Minister of Transport and Civil Aviation to award above contract to M/s Kernex Micro Systems (India) Pvt. Ltd fro USD 8.18 million.

    1. State Level Agreement with Denmark on Income Tax    (Doc.  62)

    The Cabinet of Ministers approved the proposal presented by Mangala Samaraweera, Minister of Finance to sign a state level agreement to evade double taxation and escaping from payments.

    1. Revision of Penal Code and Criminal Procedure Code to take Legal actions against false news distribution. (Doc. 65)

    The Cabinet of Ministers approved the proposal presented by Hon. Ranjith Maddumabandara  Minister of Public Administration, Disaster Management, and Rural Economic Affairs in his capacity as the Acting Minister of Justice and Prison Reforms to  fine  more than 1 million or a imprisonment not more than 5 years or impose both punishments with respect to a guilty for such offence.

    1. Revisions to Penal Code and Criminal Procedure Code to take Legal actions against Hatred Statements. (Doc 66)

    The Cabinet of Ministers approved the proposal presented by Hon. Ranjith Maddumabandara  Minister of Public Administration, Disaster Management, and Rural Economic Affairs in his capacity as the Acting Minister of Justice and Prison Reforms to make amendments to Penal Code and Criminal Procedure Code enabling to  impose a fine or imprisonment to such guilty.

    1. Reconstruction of Churches and  payment of compensation to people affected by recent terrorist attacks  (Doc  68)

    The Cabinet of Ministers approved the proposal presented by Hon. Prime Minister Ranil Wickramasinghe, Minister of National Policies, Economic Affairs, Resettlement and Rehabilitation, Northern Province Development and Youth Affairs build a fund using Rs.500 million state and private donations to provide more relief to distressed persons by this attack and  appoint a committee  comprised of  the officers in respective institutions.
