1.        

Sri Lanka National Sustainable Development Policy  2030

The report “Vision and Strategic Path to Sustainable Sri Lanka 2030” presented by the committee of experts comprised of 41 members will be utilized by the Sustainable Development Board while preparing the National Policy and Strategy on Sustainable Development. The Cabinet of Ministers considered the recommendation of the President to submit programs and project proposals with the sectoral priorities, new initiatives and options outlined in the above report for the 2020 Annual Budget until the completion of this National Policy and Strategy preparations.

National Sustainable Development Policy and Strategy

The Cabinet of Ministers approved the proposal presented by H. E. the president to use “Sustainable Sri Lanka” as the common vision of all the Ministries and “Sustainable   …………………………. (Name of the Province) for a Sustainable Sri Lanka” in all the Provincial Councils, to develop public service delivery strategies by each Ministry giving priority to sustainable development strategies, to identify the programs and projects under the strategies identified by each and every government organization and to prepare a National Sustainable Development Policy and Strategy.

Granting compensation allowance in addition to assessed value ‍of the land acquired, with respect to land owners affected by the Moragahakanda-Kaluganga Development Project

The cabinet of Ministers has granted their approval to pay 50% additional compensation with respect to permanent residents of Laggala and Naula Divisional Secretariats affected by the Moragahakanda – Kaluganga Project. The proposal presented by Hon. Minister of Mahaweli Development and Environment to pay this additional 50% compensation with respect to affected families in Medirigiriya Divisional Secretariat was approved by the Cabinet of Ministers.

Recruitment and Training of Trainee Graduates

The facts presented by Hon. Prime Minister in his capacity as the Minister of National Policies, Economic Affairs,  Resettlement and Rehabilitation , Northern Development, and Youth Affairs  regarding the recruitment of graduates for 4,667 Trainee Graduate vacancies in September 2019.

5.        

Project for Strengthening Transformation, Reconciliation and Inclusive Democratic Engagement

The Project for Strengthening Transformation, Reconciliation and Inclusive Democratic Engagement

 will be implemented in the North East, North Central and Uva Provinces through indirect management of the World Bank, the United Nations Development Program and the British Council. The Cabinet of Ministers approved the proposal presented by Hon. Minister of Finance to sign a grant agreement with European Union for Euro 40 million to fund this project.

6.        

Financial Assistance from the Asian Development Bank for the Implementation of the Second Integrated Road Investment Program

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Finance to enter into a loan agreement with Asian Development Bank to obtain a USD 150 loan from Asian Development Bank for the second phase of the second Integrated Road Investment Program.

Approval for Rs 121 million allocation for the construction of the shopping complex and sports complex in Nuwarawela Kandy,

 The Cabinet of Ministers approved the proposal presented by Hon. Minister of Public Enterprises, Upcountry Heritage & Kandy development to construct Nuwarawela Shopping Complex and Sports complex under the supervision of Kandy Municipal Council, using Rs.121 million from the funds of Consolidated fund.

8.        

Construction of OPD building in District General Hospital, Kaluthata

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Health, Nutrition and Indigenous Medicine to construct a OPD building for the General Hospital Kaluthara.

9.        

Construction of a building for Accident and Intensive Care Unit in District General Hospital, Ampara

The Cabinet of Ministers approved the proposal presented by the Minister of Health Nutrition and Indigenous Medicine to award the contract for the construction of a building for Accident and Intensive Care Unit to Central Consultancy Bureau of engineering activities.

10.    

Implementation of development projects using the Treasury funds provided to the Ministry of Megapolis and Western Development for the year 2019

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to implement following 5 projects using the treasury funds provided to the Ministry of Megapolis and Western Development.

Seruwawila Development – Phase II

Jaffna Town Development – Bus Stand – Phase II

Welikand Town Development

Eluwankulama – Aruwakkadu Road Improvement

Children Orphanage Attidiya  -  Phase II

11.    

Allocation of lands in New Town Rathnapura for the constructions of Provincial Health Training Centre, Sabaragamuwa

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to release two lands in Rathnapura New Town, 3 Rood 1.5 Perch in extent and owned by the Urban Development Authority, to the Commissioner General of Lands enabling him to allocate the same to the Provincial Health Department of the Sabaragamuwa Provincial Council.

Establishment of the National Council for Road Safety under the name “National Transport Safety Commission”

The Cabinet of Ministers approved the proposal presented by the Minister of Transport and Civil Aviation to establish National Council for Road Safety as the National Transport Safety Commission and advice legal draftsman to draft appropriate constitution for this establishment.

13.    

Amendments for the Code of Criminal Procedure Act No 15 of 1979

The amendment bill for the Code of Criminal Procedure Act No 15 of 1979 has been gazette on 14^th June 2019. The Cabinet of Ministers approved the bill above mentioned and amendments proposed by the Sectorial Oversight Committee and presented by the Minister of Justice and Prison Reforms.

14.    

Amendments for the Penal Code and Code of Criminal Procedure Act No 15 of 1979

The Cabinet approval has been granted to draft Constitution of Hostile Speech as an amendment to the penal code and code of criminal procedure. The cabinet of ministers approved the proposal presented by the Minister of justice and Prison Reforms to gazette the bill prepared by the legal draftsman in line with the recommendations of sectorial oversight committee and present to the parliament consequently.

15.    

Increasing penalties (Bail Act No 30 of 1997)

The cabinet of ministers approved the proposal presented by the Minister of justice and Prison Reforms to advise the legal draftsman to draft legislation to increase penalties specified in the Bail Act No. 30 of 1997 in line with the recommendations submitted by the committee appointed by the former Minister.

16.    

Establishment of  an Agricultural and Vocational Training Centre in Weerawila and Thunkama Embilipitiya and Establishment of a Training Center for Women in Detention in the vicinity of  Mahara Prison

The cabinet of ministers approved the proposal presented by the Minister of justice and Prison Reforms to  establish an agricultural and vocational training center  in Weerawila and Ambilipitiya Thunkama with all the facilities for the rehabilitation of persons imprisoned for drug addiction  and establish a Training Centre for women in detention in Mahara Prison  in lieu of establishing proposed Kibbutz Farms at Ambepussa and Weerawila prisons and   the training centre proposed to be built in Dompe.

17.    

Contract for the renovation of Sri Lanka Air Line A 330-200 Aircraft landing Gear Systems for the period of 1^st August 2019 to 31 July 2020

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Finance to award this contract to M/s Safran Landing Systems Services Singapore, concerning 6 A330-200 Aircrafts. 

18.    

Procurement of Consultation Services for developing plans to improve the facilities and equipment needed to diagnose and treat mainly coronary artery diseases, Supervising and Training, assisting Tender process in tertiary Hospitals. 

 The Cabinet of Ministers approved the proposal presented by Hon. Minister of Health, Nutrition and Indigenous Medicine to award the consultancy contract of  health and medical services improvement project implemented under Japanese International Cooperation Agency loan subsidy, to Kai Research and specialist Joint Venture. (Kai Research and Specialist incorporated Institute, Binco International Institute, Central Engineering and Consultancy Bureau and Filcoy International Incorporated Institute)

19.    

Development of Jaffna Town Hall

The Cabinet of Ministers approved the proposal presented by Hon. Minister of  Megapolis and Western Development to award the contract for the development of Jaffna Town Hall to  Central Engineering Services (Pvt) Ltd.

20.    

Awarding three contracts under "Sukitha Purawara Urban Development Program" to Central Engineering Services (Pvt) Limited, which operates as an affiliated company under the Central Engineering Consultancy Bureau, deviating from the National Procurement Procedure.  

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to award the contracts of Carpeting 1.85 Km to Y Junction on Eluwankulama - Aruvakkaru Road, Construction of a Two Storied Library Building for the Kandawalai School at Pudukudiyiruppu and construction of two storied building for Bharatha School to Central Engineering Services (Pvt) Ltd.

21.    

Dry Zone Development Project

The Cabinet of Ministers approved the proposal presented by Hon. Minister of Women and Children affairs and Dry Zone Development to implement this project in Anuradhapura District in 2019 Using Rs. 331 million provisions as the first phase of Dry Zone Development Program.

22.    

Project to manage Colombo East Teaching Hospital as a “Mixed Service Model” which provides services on free and paid basis

The Cabinet of Ministers approved the proposal presented by Hon. Minister of  Health, Nutrition and Indigenous Medicine to implement the Colombo East Teaching Hospital as a semi government Administration Unit which provides service on free and paid basis and to continue the medical academic activities as usual.
