    Decisions taken at the meeting of the Cabinet of Ministers held on the 28.02.2022

    01. Re - initiating the production activities of Embilipitiya Paper Mill under Public - Private Partnership (PPP) methodology.


    Embilipitiya Paper Mill belong to National Paper Company Limited has been closed up to
    date since the year 2012. Although the land in which the factory was situated and the
    buildings of the factory had been approved to be given to a local investment company named
    Korean Spa Packaging (Pvt.) Limited for 30 years followed by a decision of the Cabinet of
    Ministers, the same decision could not be implemented since no actions had been taken to
    release the said land to National Paper Company Limited properly. Actions are being in
    process now to supply the said land in extent of 111 acres 02 roods and 33 perches to National
    Paper Company Limited on a long time lease basis. The Cabinet of Ministers granted approval
    to the proposal furnished by the Minister of Trade for re - initiate the production work of
    Embilipitiya Paper Mill under Public - Private Partnership (PPP) methodology subsequent to
    entering into an agreement comprised of conditions agreed in between National Paper
    Company Limited and Korean Spa Packaging (Pvt.) Limited.

     


    02. Payment of evaluation incentive allowance for those utilized green agricultural inputs during Maha Season 2021 / 2022.

     


    The Cabinet of Ministers had previously granted approval to prepare an appropriate scheme of
    compensation in consultation with the General Treasury to pay a compensation of rupees 25/-
    per one kilogram of paddy in order to secure the income level of farmers who affect due to
    declining of paddy harvest during the Maha season 2021 / 2022. Accordingly, a methodology
    has been prepared to pay the compensation that is calculated based on the relevant criteria as
    an evaluation incentive limited to an extent of the agricultural area of 05 acres to the
    maximum so that small - scale farmers, as well as small and medium level farmers, would be
    able to obtain the relevant incentive allowance. The Cabinet of Ministers approved the
    resolution furnished by the Minister of Agriculture for implementing the said methodology
    and for remitting the required funds to the Department of Agrarian Development by the State
    Minister of Organic Fertilizer Production, Supply and Regulation and the Paddy and Grains,
    Organic Food, Vegetables, Fruits, Chillies, Onion and Potato Cultivation Promotion, Seed
    Production and Advanced Technology for Agriculture


    3. Reliability strengthening project for the Asian Development Bank funded power system – Package No.04


    International bids have been invited for the design, supply and installation of transmission
    lines and sections under the Package No.04 of the reliability strengthening project for the
    Asian Development Bank funded power system Package No.04. Recommendation of Cabinet
    Appointed Standing Procurement Committee has been given to award this contract to China
    Machinery Engineering Corporation. Cabinet of Ministers approved the proposal made by the
    Minister of Power to award the relevant contract accordingly.


    4. Importing Muriate of Potash (Potassium Chloride) fertilizer for Yala season paddy cultivation

     


    Muriate of Potash is a commonly used fertilizer and is used by farmers as a ‘bandi Pohora’ in
    paddy cultivation. It is expected to cultivate about 600,000 hectares of paddy in 2022 Yala
    season and it has been estimated that about 38,500 metric tons of muriate of potash fertilizer
    will be required. Cabinet of Ministers approved the proposal presented by the Minister of
    Agriculture to import the said amount of fertilizer following the international competitive
    bidding system and provide it to the farmers under the Government Fertilizer Subsidy
    Program.


    5. Importation of 1.8 million barrels of petrol (92 Unl) for a period of 8 months from 2022.02.15 to 2022.10.14


    Bids have been invited from registered suppliers and temporarily registered suppliers for a
    Long Term Contract for the importation of 1.8 million barrels of petrol (92 Unl) for a period
    of 8 months from 2022.02.15 to 2022.10.14. In accordance with the recommendation of the
    cabinet appointed standing Procurement Committee Cabinet of Ministers approved the
    proposal presented by the Minister of Energy to award this long term contract to M/s OQ
    Trading Limited in United Arab Emirates.


    6. Extension of visa for Ukrainian and Russian tourists in Sri Lanka


    Currently there are 11463 Russian tourists and 3993 Ukrainian tourists in the island. The
    growing political crisis between Russia and Ukraine has made it difficult for them to return to
    their home countries. Therefore, taking into consideration the prevailing situation, the Cabinet
    approved the proposal made by the Minister of Tourism to extend the visa period of those
    tourists for a period of 2 months free of charge.
