The purpose of establishing a database of bilingual/tringual resource persons is to make these details open for all government and non-government institutions and for the public, and to obtain their services where necessary to public institutions. These activities will be carried out by the National Peace and Reconciliation Office.

The proposal made by the President Maithripala Sirisena was approved by the Cabinet of Ministers.

The right of every citizen to negotiate with the government in their mother tongue has been affirmed by the constitution. Though various steps have been taken time to time by the government to affirm this right, the lack of sufficient officers capable in working bilingually in Sinhala/Tamil and English or trilingual in Sinhala, Tamil and English still prevails in government institutions.
