"An independent institution will be set up outside the university system to investigate such complaints and take remedial action," the minister said.

Kiriella said students subjected to ragging in universities and higher education institutions are reluctant to lodge complaints to the university administration or institute against the perpetrators fearing their identities will be disclosed.

The new system will help allay such fears and clear the way for investigating such ragging incidents, he said.
