According to the Northern Naval Commander Rear Admiral Priyantha De Silva, the development work has already been started from Eluvativu Warden.  Due to the use of labor and expertise of the SL Navy, the cost of the project remains in very low.

Out of the all 11 islands in Jaffna, only seven islands including Karikattuwan, Nagadeepa, Delft, Analathivu, Eluvativu, Kites and Karainagar are inhabited.

The Delft Island is very far from Jaffna while others are located 2-3 km away from Jaffna. There are artificial roads to Kytes and Karainagar Islands and only the boats can access the other islands. Even though there were Jetties located in every island for some time they were not properly maintained.

The Eluvativu and Analathivu sea area is shallow. However, a minimum depth of 600 meters is required for the construction of a jetty. As a solution for this technical issue they expected to create more long piers that extend to the deep sea. The specialty of this new jetty is that nearly 10 boats can be anchored at once in both the left and right. With the intention of improving the shipping service, a sub office of the Ministry of Ports and Shipping and a Merchant Shipping office were also opened at the Kytes Island.

To provide a quality assurance certification for the sea vessels the construction of a slip way is now in progress.
