The minister made these observations participating in a ceremony at the Lumbini College in Colombo. He further said that the main objective of the programme is to resolve the physical as well as human resource problems in schools. Minister Gunawardena further pointed out that a special mobile programme will also be conducted in connection with the provision of promotions to 217,000 teachers.

Granting of promotions for teachers has remained stalled for a long period. A new teacher's charter and a principal's charter were created and a committee was also setup. The teacher transfers are to be provided on the provincial as well as in the village level.

Minister Gunawardena further emphasised that in accordance with the Mahinda Chinthana there is a big transformation in country's education sector.
