In Service Advisors (ISA) in Education will Recognized as a Service after 62 years

    December 06, 2019

The Sectoral Oversight Committee on Education and Human Resources Development recommended Public Service Commission officials yesterday (05) for action to be taken within a week to submit for approval the establishment of an in service advisor service under the Ministry of Education. Whilst the Cabinet and the Public Service Commission approvals have already been granted, the gazette will be published once the Cabinet is informed with regard to the particulars.

With the decision taken in solving this concern which was not resolved for nearly 62 years, 4971 teachers are said to join the service of in service advisor service. This decision was taken at the Sectoral Oversight Committee (SOC) on Education and Human Resources Development meeting held at parliament chaired by Parliamentarian Prof. Ashu Marasinghe. State Minister Lasantha Alagiyawanna, MP Rohini Kumari Wijerathna, MP Thureirathnasingham were present at the Committee meeting.

With the establishment of the in service advisor service, the Sri Lanka Teachers' Service, the Sri Lanka Principals' Service and the Sri Lanka Education Administrative Service have joined forces to enhance the quality of education. The committee members highlighted that this would also solve the existing concerns regarding the shortage of teachers.

In addition, the Subcommittee reviewed the unresolved service issues for over 24 years of the Project Assistance recruited by the Ministry of Education in 1994 for non-formal education and urged them to expedite the process of setting up the MN-6 pay scale and submit it to the Ministry of Education. Accordingly, 198 salaried employees will be absorbed into the salary scale.

In addition, the Committee focused on the progress on formulating a National Policy for Teacher Transfers. As a result of the discussions held in the past committees with 16 Teacher Associations, the National Teacher Transfer Policy will be formulated similar to other sectors and will be presented to Parliament in the future.

While stating that there is a misconception among the public that the prorogation of the parliament will abolish all committees, Chairman of the SOC Prof. Ashu Marasinghe also emphasised the need for a more democratic and sovereign Sectoral Oversight Committee system while giving thanks to the support of all members of the Parliament irrespective of the political differences.
