    Decisions taken by the Cabinet of Ministers at its meeting held on 21.11.2018

    1.         Following Up and Detailed Investigations on Procurements (Document No.05)

    The Government Attention has been drawn to confirm whether the government procurements were conducted in accordance with Government’s Procurement Guidelines and whether the money spent by the government gained its real value. Accordingly the Cabinet of Ministers approved the proposal presented by H.E. the president Maithreepala Sirisena, to implement proposed projects without duplicating with the programmes of other Ministries.

    2.         Empowerment of Local Potato Farmers (Document No. 06)

    The Government has taken steps to buy potato harvest in order to offer a reasonable price for the farmers since the supply of potato has been increased due to the high yield in Welimada and surrounding areas. Accordingly the Cabinet of Ministers approved the proposal presented by H.E. the President Maithreepala Sirisena,  to secure funds to settle payments for  potato stocks purchased by the Sri Lanka Consumer Cooperative Societies Federation Ltd.

    3.          Construction of Two Wave rider Inshore Patrol Crafts for Republic of Seychelles. (Document No. 07)

    During his diplomatic visit to Seychelles, His Excellency the president has accepted a request for constructing two wave rider inshore patrol crafts for coastal protection in Republic of Seychelles. Accordingly the Cabinet of Ministers approved the proposal presented by H.E.the president Maithreepala Sirisena, in his capacity as the Minister of Defence to conduct these constructions through Sri Lankan Navy in order to strengthen diplomatic relations between the two countries.

    4.          Amendment to the Debt Recovery (Special Provisions) Act No.2 of 1990 (Document No 08)

    Debt  Recovery  (Special Provisions) Act has been introduced  with the intention of  initiating a method to accelerate loan recovery procedure. The Act covers only the lending institutions  existed then,  and hence the Cabinet of Ministers approved the proposal presented by Hon. Mahinda Rakapaksah, in his capacity as the Minister of Finance and Economic Affairs to amend section 30 of the said act  in order to provide legal provisions  to add licensed special banks established afterward.

    5.          Provide Facilities to increase Local Maize Production (Document No.15)

    It had to import maize over past period of time since the local production was insufficient to fulfil the  local market requirement due to climatic and various other reasons. Accordingly the Cabinet of Ministers approved the proposal presented by Hon. Mahinda Amaraweera Minister of Agriculture to grant loan facilities to increase the local Maize production under existing concessionary loan schemes.

     

    6.          Enhance the Efficiency in Dairy Cattle Farming (Document No. 16)

    5,000 European and Hybrid Dairy Cattles imported from Australia and New Zealand, were distributed among the Dairy Cattle Farms over the island. 20-25 litres of milk can be obtained from these cows daily. However, it has been reported that the daily milk production has been reduced up to 10-15 litres due to poor management and environmental impacts. The Cabinet of Ministers approved the proposal presented by Hon. Wijith Wijayamuni Soysa, Minister of Fisheries, Aquatic Resources Development and Rural Economy to appoint a Committee of Experts consist of representatives of Department of Animal Production  & Health and National Livestock Development Board to implement the project designed to conduct strategic studies and  submit recommendations for enhancing efficiency and productivity of those farms.

    7.         Agreements/Memorandums of Understanding between Local Governments Institutions in Sri Lanka and Local Governments Institutions in Foreign Countries under the Friendship Cities Concept.

    Different Local Government institutions in Sri Lanka have launched various programs with the cooperation of separate local government institutions in foreign countries. The Cabinet of Ministers approved the proposal presented by Hon. Faizar Musthapha, Minister of  Provincial Council, Local Government and Sports to appoint a committee representing all relevant ministries and institutions to  assess the requests for such agreements and to take necessary steps.  

    8.         Procurement of Container Operating Equipment for Jaya Container Terminal (Document No.30)

    The Cabinet of Ministers approved the proposal presented by Hon. Mahinda Samarasinghe , Minister of Ports and Shipping to award the contract of purchasing 03 Cranes  using the funds of the Authority, to Shanhai Shenhuva Hevy Industries company for Rs. 25.7 million upon the recommendation of cabinet appointed procurement committee.

    9.         Awarding Civil Works Contract of the project designed to increase the Deep Anchorage Capacity in Sri Lanka Port’s Jaya Container Terminal.

    The Cabinet of Ministers approved the proposal presented by Hon.Mahinda Samarasinghe, Minister of Ports and Shipping to award the Civil Works Contract of the Project designed to enhance the deep anchorage capacity in Jaya Container Terminal of Sri Lanka Port, to M/s China Harbour  Engineering Company Ltd.  upon the recommendation of procurement committee appointed by the cabinet of Ministers.

    10.     New Seven-Story Building for Faculty of Arts in the University of Peradeniya (Document No 32)

      The Cabinet of Ministers approved the proposal presented by Dr. Wijayadasa Rajapaksha , Minister of Education and Higher education to award the contract for the construction of seven story building for the Faculty of Arts in University of Peradeniya, to Sathuth Builders Pvt Ltd. for Rs. 397.3 million upon the recommendation of Standing Procurement Committee appointed by the cabinet of Ministers.

    11.      Continuous Implementation of  Education for Social Integration project (Document No.35)

    Education for Social Integration Project is successfully carried out since 2005 under the technical grants of German Government. German Government has granted Euro 15.8 million for this project and German Federal Government has agreed to provide more Euro 250,000 grant in this purpose. Accordingly the Cabinet of Ministers approved the proposal presented by Hon. Mahinda Rajapaksha , Minister of Finance and Economic Affairs to sign agreements in this regard. 

     

    12.      Efficiently implement the Government Procurements currently in operation.

    The Cabinet of Ministers approved the proposal presented by Hon. Mahinda Rajapaksha, in his capacity as the Minister of Finance and Economic Affairs to provide instructions to Line Ministries for implementing Government’s current procurements in accordance with the recent amendments made to the scope of Ministries.
